I still say Knuckles...

I thought it sounded more like a sneaky laugh... kinda like Muttly (an
old Hanna Barbara cartoon... Dastardly and Muttly were the evil guys)
Last I saw them was in the 'Laugh-A-Lympics' cartoon.
