Could it be that she was choosen by Manx while Manx are on his somewhere
between his mayoral term? after all, a Deputy is someone that you deputize
to do your work for.

BTW, I also think that she is probaly between 27-29 years old, and probaly
was hired as a Deputy Mayor after Jake and Chance crashed to the Enforcer
building. Of course this are IMO, comments?
