That's the question I wrestled with as well. My solution, as spelled
out in Chapter 2 of my fanfic "Capture The Flag," was that Knothole had
been thought of as a safe haven, then a royal retreat once the tide of
battle had turned. I never got around to saying so, but Robotnik (dba
Julian) wasn't in the loop, though Sir Charles Hedgehog was. That also
explains how the ring generator got there.

The business with the list, OTOH, is a serious plot hole.
