It depends on whether the city actually has the word "City" in its
formal name. For example, New York City is formally just "New York",
while Oklahoma City is called that.

My Colt Model 1895 New Police is marked "New York Police", while my
Colt Army Special is marked "City of New York Board of Water
Supply", reflecting NYC's proper name - City of New York.
