I support the City-State idea.

Why?  Mayor Manx apparently has *nobody* to answer to.  He never 
refers to his superiors, never a "governer" or anything of that order.

The implication is that the MegaWar in which the Red Lynx met his end
was fought over the skies of MegaKat City, but noplace else.

If there is a centralized government elsewhere in the world, they
sure do not have much of an interest in MegaKat City, since they
never bother to show up to help out when horrible disasters occur.

Kind of like the United States at times.
