New Sonic list documentation

I am releasing new documentation for the list and ftp site today. You
are encouraged to read the updated new user text and the updated Sonic
"How-To" text.

Several users do not have regular ftp access. If you are one of them, be
on the lookout for messages on how to use ftpmail too.
