Enforcer origin.

Okay, somewhere in "The Wrath of Dark Kat", Dark Kat said that he gonna
destroy the new Enforcer building (Jake said that it was the *new* Enforcer
building). Could it be that faithful day was the day the Enforcer was
established?

Here's a scenario:

The Enforcer was created, and the new Enforcer building is gonna be
commision. Jake, Chance, and some other pilots were sent out to do some
aerobatic stunts in the opening ceremony; in the honor of the new Enforcer
building. After a couple of hours later, the radar at Enforcer control
detected an unknown aircraft coming to the city, they tried to contact the
mysterious craft, but there is no response. Enforcer control quickly give
an order to all avaiable aircraft to intercept the mysterious craft. The
rest is history.
