That whole "Council" bit coupled with the setting and general "mood" of the
graveyard scene had me thinking "Nathaniel Hawthorne" for some odd
reason; kind of like the "council" would be something found burning witches
in old Salem. Cool concept. Other possiblities are a kind of Gallifrey-style
society meant to keep powerful entities like the Pastmaster in check (hence
the confiscation of his "Tome of Time"), or they could simply be the local
governing body at the time - like a standard City Council. Of course, choosing
that last one begs the question of how something as mortal as a bunch of
alderman could put PM in a position where he could be relieved of his book!
