The Swat Kats are first and foremost superheros, (read "vigilantes") and
they are considered no better then the other cosutmes nutcases, (at least
by city governemt).

The reason why they don't have enforcers is the same reason Batman has no
"enforcers", they work better alone, and they have bad reputations and are
difficult to contact.

Not to mention the fact that getting payment would be h*ll.  (Don't know
how moral this list is).
