Hmmm, the climate you have described is somewhere in Florida (I know, I
live there).
For it to snow, I'd think somewhere between North and South Carolina,
what do you think?

Throw in a ton of rain, and you've got where I live. Scorching summer
weather, wet and freezing winter, snow one day every out of every four
years. In-between, the trees are dropping a ton of crud on you. We get it
all. :( Only problem is that the Pacific ocean is something like 150 miles
from here. Mabye Megakat City is located on the west coast somewhere around
where Santa Cruz and Capatola would be on their planet.
