This is one of those things that might best be left to fanfic writers to
decide for themselves.  This is just my thought, but this issue seems like
one of those things that writers and creators either think about early on,
and brush it off for not being immediately important, or don't think about
initially until later on.  As with many of the characters in SK, not even
their first names were ever mentioned.  Just Mayor * Manx or Lt. * Steele.
