Heck, I can't even come up with a
half-decent explanation of how MKC survived before the TurboKat was
built.  "There were no major supervillians back then" just dosen't
cut it.

This is one of those questions that everyone asks but then never tries to
think about too much.  It hurts the brain.  

Before there were Swat Kats?  There were two extremely talented Enforcers,
and others like them.  Unfortunately, when Feral took over command of the
Enforcers, the whole organization went downhill.  Let's be honest.  Feral
is a *terrible* leader.  His overwrought ego and denial of responsibility
caused him to lose the two best fighter-jockeys he had, and very likely,
anyone else who was any good threw down his helmet and said, "To heck 
with THIS crud."  

Thus, the Enforcers are reduced to a barely-competent gaggle of Keystone
Kops, and it is only through the efforts of the two Ex-Enforcers that the
city manages to survive the continued threats.
